The Chemical Facility Anti-Terrorism Standard (CFATS) is intended to establish a baseline level of security for facilities considered to pose high risk to the general population in the event of a terrorist attack. Many are under the mistaken impression that CFATS is a chemical facility regulation. It is, in fact, a regulation that covers facilities that use chemicals.

The saying "doing more with less" has become a mantra for Americans and retailers. With the recession cutting a swath of red ink through a second holiday season and bringing the economy and the retail industry to places most of us have never experienced before, everyone is asking how we can stretch thin budgets farther and do our jobs with dwindling resounces. Loss prevention professionals also have to deal with the byproduct of economic turmoil--increased crime. This article discusses areas that should be examined that can provide more bang for the buck right now as well as some real potential to innovate in the future.

There is a growing and highly effective breed of bank robbers at work around the world. Money is not particularly safe and secure, and no city is immune.
This spring, police in Australia reported more than $1 million was taken from about 40 bank ATMs in several cities. At least 10 suspected thieves, believed to be part of an international organization originating in Europe, have been arrested. More arrests are expected. Thousands of bank customers were likely affected.

Natural disasters happen in many ways and places – a hurricane in Florida, a flood in Missouri, a tornado in Oklahoma, a wildfire in Colorado or an earthquake in California.
Then there are the man-made disasters such as chemical spills, traffic accidents or a shooter on campus.
While they may differ in cause, they all share one thing in common – each can cause tremendous property damage, personal injury and loss of life. And each can, and often does, impact the operation of a school, college or university

TransLink's existing, proprietary video surveillance system was in need of an upgrade to allow it to meet operational and security goals. As an automated light rapid transit system, many of SkyTrain's cost efficiencies are gained through unmanned stations that are monitored by video from its OMC. As its existing video surveillance system became more time intensive to manage, the efficiencies gained through automation had declined they had to send personnel to the stations to retrieve video or resolve maintenance issues.

Three years ago RFID appeared to be suffering an identity crisis. Its role in the supply chain (versus bar code) seemed largely undefined. Competing and conflicting technologies such as Wireless LANs and less-expensive Automatic Identification and Data Capture (AIDC) systems continued to be deployed to automate processes and provide greater in-transit visibility. During this time many vendors, channel organizations, and end users interested in RFID seemed to be lying in wait for a breakthrough implementation to establish RFID as a viable, mainstream technology in the supply chain.

On a cool, sunny Saturday afternoon, the Daily Metro pulls up to the Caroline Street stop and boards its passengers. After the doors close and the passengers take their seats, the bus pulls into traffic. The newly installed mobile video surveillance cameras and microphones record every movement and sound on a recording device, located securely in a compartment above the windshield. One of the passengers, wearing a grey full-length coat, gets up and proceeds to the seat directly behind the driver. He informs the driver that he has a sawed-off shotgun beneath his coat, and that if his demands are not met, he will open fire on the passengers, one by one.

After September 11th, the U.S. water industry was forced to re-assess their risks. Realizing that the threat of an attack on U.S. soil had potentially increased, water service companies began to evaluate their security solutions. According to Bill Glover, ADT Security Services' national accounts systems sales manager, water supply operations have three major vulnerabilities. First, chemicals used in the plant could be stolen and used for attacks on citizens. Second, terrorists could interrupt the water supply to towns and cities, and then set fires to buildings. And third, drinking water could be contaminated.

After years of tentative economies and tight budgets, companies in today's business climate are struggling more than ever to maintain, and preferably increase, profitability. But the laws of business - and nature, for that matter - suggest that in order to see increases in one area, there may have to be decreases in others. In the case of profitability, those corresponding decreases may come from operating, marketing and staffing expenses. Unfortunately, some companies even choose to cut services, an option many industries have found leads to high failure rates, unacceptable customer attrition rates and fierce competition.

We frequently hear how things changed after 9/11 and nowhere did they change more than in the security industry. One of the important lessons we learned from the 19 terrorists who attacked us that morning was that we no longer had to just worry about bombs being brought onto our shores. Instead, the nation saw how a common airliner could be turned into a massive, deadly explosive. It taught us what we already had an inkling of, when in April 1995, homegrown terrorists blew up the Oklahoma City federal building with a nitrogen-based (from fertilizer) blast.

Introduction
Networked video is today's generation in video surveillance and can provide numerous advantages over analog and digital video recorder based systems. Networked video systems (NVS) are developed to utilize Internet Protocol (IP) enabled devices such as computers, network switches, IP cameras. Internet Protocols are a collection of standardized and globally accepted protocols for information transmission through a network. IP networks are safe and have been in use with other applications since 1974. A firewall, VPN (virtual private network) and password protection restrict access to data being stored and transferred. In addition, video camera manufacturers have encryption and IP filtering built into their cameras to help provide an added layer of protection.

Retail is without a doubt one of the most challenging environments for security and safety. Large numbers of people, employees and merchandise with continuous motion - often both day and night -- make for a lot of moving pieces to track and protect. It is difficult in even the best of times, but it takes on a whole new meaning in an economic downturn when people and employees are under greater stress and crime tends to naturally increase.

As a part of its significant growth pattern, the Bank completed scores of acquisitions over the past twenty years. Often, merger and acquisition activities create challenges for bank operation managers tasked with making acquired security systems work together effectively. Such was the case with the Bank, when an audit of its security operations determined that multiple facility alarm technologies, vendors and monitoring methods were no longer meeting the Bank's longer-term objectives. After weighing their options, the Bank turned to ADT to help implement a multi-phase program of new security standards, including an integrated alarm network, outsourced central station and important new alarm reporting services.

Introduction
The Chemical Facility Anti-Terrorism Standard (CFATS) is intended to establish a baseline level of security for facilities considered to pose high risk to the general population in the event of a terrorist attack. Many are under the mistaken impression that CFATS is a chemical facility regulation. It is, in fact, a regulation that covers facilities that use chemicals. This is a broader interpretation and more accurately defines the jurisdiction of the rule. CFATS defines security requirements for facilities that use, manufacture, store or handle specific quantities of approximately 322 chemicals that DHS has identified as being extremely dangerous.
